• Apply for a mail-in/absentee ballot ASAP on line or by mailing in a paper application available at vote.pa.gov.
• You may apply at any time, but remember that you must apply 7 days before any election in order to participate in that election. Seven days before the election consider voting early at the voter registration office.
• You may request that your name be added to the “annual list.”
• Annual mail-in or absentee voters are automatically sent a renewal application every year. The Lehigh County Voter Registration Office sends out the applications to voters on the list, via the US Postal Service.
• Once your annual application is processed, you will automatically receive a mail-in ballot for any election in the year.
• Every ballot has a unique bar code associated with the voter’s name.
• Ballots are mailed to you from the Lehigh County Voter Registration Office.
• Lehigh County Voter Registration Office will announce when ballots will be mailed

• Check the status of your application or your Mail-In or Absentee Ballot at pavoterservices.pa.gov/BallotTracking.

Read all of the instructions On the instruction sheet, on the ballot & on the outer envelope,
to insure that your vote will be counted.

► You must USE BOTH ENVELOPES, whether mailing, using a drop box or going to the Voter Registration office. Place ballot in the yellow secrecy envelope. Seal it.
Place this in the outer envelope that has printed address.

► You must SIGN & DATE the BACK of the OUTER MAILING ENVELOPE
Sign, in the box, where indicated on the lower left of the back of the envelope.
Date, in the boxes provided. Use the date you are signing. Month, day, year.
Seal the envelope.

WILL NOT BE COUNTED

1) MAIL YOUR BALLOT ASAP. Mail your ballot from the post office to improve deliverability. Any voted ballot received in the voter registration office after the designated deadline will NOT be counted. POST MARK DOES NOT APPLY.

Five drop boxes for mail ballots will be available for Lehigh County residents.

• All locations will have drop boxes inside the building and will be available for use during normal municipal business hours. (Check list for hours, which vary by location.)

  Deadline for drop off at this location is 8 pm on election day.
• Your Lehigh County Ballot should be returned only to a Lehigh County Drop Box.
• Each drop box location will be monitored via electronic surveillance.

RETURN ONLY YOUR OWN BALLOT. This is the law. Violation may result in prosecution.

YOU SHOULD BRING YOUR UNMARKED BALLOT and BOTH THE INNER and OUTER ENVELOPES with you, to present to the Judge of Elections. The Judge of Elections will “spoil” your Mail-In Ballot and you must complete and sign an “Elector’s Declaration to Surrender Their Mail Ballot,” before you will be permitted to vote. 

IF YOU BRING A MARKED BALLOT WITH YOU Election Officials cannot record it. You may either take it to a ballot drop box location or vote by Provisional Ballot at your polling place.

• Request a mail-in or absentee ballot. You will need your PennDOT ID number or the last 4 digits of your Social Security number. Please refer to the list of ID requirements for mail-in or absentee ballots for more information.
• The county will process your application while you wait and, if you are eligible, they will give you your ballot.
• Mark your ballot selections, following the instructions provided
• Seal your ballot in the yellow Inner Secrecy Envelope that indicates “official elections ballot,” making sure not to make any marks on the envelope. Your ballot must be enclosed and sealed in the yellow inner secrecy envelope or it will not be counted.
• Place the secrecy envelope in the Outer Envelope
  You must SIGN & DATE the OUTER MAILING ENVELOPE
  Sign, where indicated, on the back of the envelope.
  Date, use the date you are signing.
  Seal the envelope.
• Submit your ballot to the Voter Registration Office

In case of an emergency, you can submit an Emergency Application for Alternative Ballot. You must submit this completed application to the County Election Office no later than 8 pm on Election Day.

Voting by Alternative Ballot

If you are a registered voter but your eligibility to vote at your polling place is uncertain, or you have come to your polling place with a marked mail ballot, you have the right to vote a provisional ballot. A provisional ballot records your vote while the county board of elections determines whether it can be counted.

Voting by Mail – If you have a disability that prevents you from applying in person for your mail ballot or delivering your mail ballot, you may designate an agent to deliver your ballot materials for you. You must designate the agent in writing using this form or a form provided by Lehigh County.

Voting in Person – All Lehigh County poll locations are handicapped accessible. Visually impaired voters will be able to vote on an electronic machine, specifically designed for that use, in every polling place. More information at vote.pa.gov
